The East Bay Leadership Council's policy advocacy has been wide-ranging over the last month as we spoke out on issues central to our mission of advancing economic vitality and quality of life in the East Bay. Here is a summary of some of the local and statewide policy efforts that we have supported recently.

Community Crisis Initiative
We support the development and funding of a comprehensive system to respond to behavioral health crises in our community. Letter to Measure X Committee >>

CEMEX Reclamation and Trail Plan
The plan will serve the East Bay though amenities such as open space, wildlife habitat restoration, and water stewardship. Letter to Alameda County Planning Commission >>

Contra Costa Green Empowerment Zone - AB 844
We are strong proponents of attracting investment to Contra Costa County’s northern waterfront to assist in growing the renewable energy sector and thankful for Assemblymember Grayson's leadership on this issue.

Access to Financial Aid
The EBLC has joined partners throughout the state to ask the Governor to approve funding that would increase access to our state’s financial aid system. This advocacy aligns with our strong support of AB 1456 to extend the Cal Grant entitlement to the lowest income students regardless of age or prior academic merit.

Childcare Reimbursement Rates
Childcare is an essential component of economic recovery. That's why we joined voices statewide asking Governor Newsom to implement rate reform for childcare providers. Letter to Governor Newsom >>

Extension of Housing Crisis Act - SB 8
We supported the initial Housing Crisis Act authored by Senator Skinner in 2019 and support this extension along with needed clarifications.

Contract Flexibility for Nonprofits - SB 784
We support Senator Glazer's efforts to provide flexibility to nonprofits during emergency situations to ensure that their critical work continues.

Telehealth Medi-Cal Reimbursements - AB 32
We support Assemblymember Aguiar-Curry's legislative action to allow healthcare services received through telehealth to be reimbursed by Medi-Cal at the same payment rate as if those services were furnished in-person. This is important regulatory flexibility to continue beyond the COVID-19 health crisis.

Must Read // Three developers vie for chance to transform former Concord Naval Weapons Station

Shomik Mukherjee in the East Bay Times: The development groups’ applications spell out how they intend to transform the 2,300-acre weapons station site into a massive community of 13,000 housing units and millions of square feet of office space — a venture once estimated to cost up to $6 billion.

The city intends to release summaries of the three groups’ development proposals to the public next month, and in August the City Council is expected to interview one, two or all three of the applicants, depending on how the screening process unfolds.
